Overview
Bilingual Education has been a massively controversial and discussed topic in recent years. Because of an influx in immigration, legislators have debated whether it is the responsibility of the school system to provide English Language Learners, or ELL’s, with bilingual assistance in assimilating to classes in english without falling behind other students. The Bilingual Education Act mandated that some sort of support would be required for students from households speaking foreign languages, but this act has recently been eradicated by the No Child Left Behind act of 2001. This act mandates that classes need not be taught bilingually, and that students must be taught English at an early age in supplemental programs. They should also be tested yearly to remain eligible for American public schooling.
Bilingual education does exist, however, in some locations, mostly urban. This form of education seeks to help ELL’s keep up with subjects such as math and science, which can easily be lost in translation without assistance. This exists in many forms, such as Transitional Bilingual Education, Two-Way or Dual Language Immersion, and Late-Exit or Developmental bilingual education. In these forms, a student will be assisted with non-language subjects so that they can maintain the achievement level of native speakers while learning to speak English. Bilingual classes will often be taught by bilingual teachers, or will have a translator to assist, so teachers must often be fluent in at least two languages and will have a Bachelor’s degree as well as state certification.
